SGSCC is committed to strong corporate governance and best-practice leadership. Our Board brings together a diverse range of skills, experience, and community perspectives to guide the strategic direction of the College. All Board members generously serve SGSCC on a voluntary basis.
Bernadette Mills
CEO | Ex-Officio, Secretary & Public Officer
Bernadette has dedicated her career to creating opportunities for people to learn, grow and belong. With extensive experience across adult and community education, vocational training, governance, business development and community services, she leads with a strong belief that education has the power to change lives. Her leadership is grounded in collaboration, innovation and a deep commitment to ensuring every person who walks through the College’s doors feels valued, supported and inspired to reach their potential.
As CEO, Bernadette is focused on building a sustainable organisation that responds to the changing needs of the community while remaining true to SGSCC’s purpose. For Bernadette, success is measured not only by educational outcomes, but by the lives transformed, the confidence built, and the stronger, more connected communities that grow as a result.
Nola Nutt
President
Nola has dedicated her life to education, leadership and community service, building a distinguished career spanning more than 40 years, including over three decades in special education and 24 years as Principal of special schools. Throughout her career, she has been a passionate advocate for inclusion, lifelong learning and creating opportunities for people to achieve their full potential.
As President of the SGSCC Board, Nola brings extensive governance experience, sound financial acumen and a deep understanding of community needs. She works closely with CEO Bernadette Mills on the College’s finance and reputation portfolio, helping to ensure SGSCC remains a trusted, sustainable and respected organisation within the community.
Nola continues to be actively involved in community and welfare organisations and is proud to support the positive impact SGSCC creates for learners and families.
Graham Thom
Vice President
Graham has spent more than 25 years working in vocational education and workforce development, helping people build the skills, confidence and opportunities they need to succeed. His experience spans training delivery, compliance, business ownership and leadership roles, giving him a strong understanding of lifelong learning and community outcomes.
As Learning & Development Partner at PCYC, Graham continues to support education and training opportunities that strengthen individuals and communities. At SGSCC, he works closely with CEO Bernadette Mills on the SGSCC Foundation portfolio and supports Disability Services Manager Rachael Johnstone in advancing the College’s Disability Services programs and promote inclusive opportunities for all.
Kerry Jefferies
Community Representative
Kerry has built a career centred on education, community participation and supporting people to achieve their goals. With more than 30 years’ experience across teaching, special education and professional development, she brings a strong understanding of the positive impact learning can have on individuals, families and communities.
As a Board member, Kerry works closely with Finance Manager Vicky Zhang on the College’s finance portfolio, helping ensure SGSCC remains sustainable and well-positioned to continue delivering quality education and services. As the parent of a Disability Services participant, she also values the importance of creating opportunities for everyone to learn, connect and belong.
Rebecca Wood
Community Representative
Rebecca brings extensive experience in business, marketing, community engagement and strategic leadership, having held senior roles across local government, aviation, retail and property sectors. Throughout her career, she has focused on building strong partnerships, creating opportunities for growth and delivering positive outcomes for communities.
As a Board member, Rebecca works closely with Marketing Manager David Hurley on the College’s marketing and business development portfolio. She is passionate about strengthening SGSCC’s connection with students, industry and the wider community, helping to raise awareness of the College’s programs and ensure more people can access opportunities to learn, grow and belong.
Gary O’Rourke
Member Representative
within the TAFE sector. With a strong belief in the power of education to create opportunity, he has spent his career supporting learners, strengthening communities and helping people achieve their goals through accessible learning pathways.
As a Board member, Gary works closely with English Language Manager Kerry Caldwell and School Age Tutoring Manager Carolyn Ayre, supporting programs that help learners build confidence, develop skills and reach their potential. He is passionate about creating welcoming learning environments where people of all ages can learn, grow, connect and belong.
Scott Laney
Nominated Representative
Scott brings a wealth of leadership and operational experience through a longstanding career with Qantas, where he has worked across a range of roles supporting aviation, customer service and global travel. His experience has provided valuable insight into diverse cultures, effective communication and creating positive experiences for people from all backgrounds.
As a Board member, Scott’s portfolio focuses on International Students. He works alongside Vocational Education Manager Stephen Licciardello and International Students Manager George Da Silva to support programs that help students develop skills, confidence and opportunities for the future. Scott is passionate about ensuring international students feel welcomed, supported and connected throughout their learning journey at SGSCC.
Joanna McIlveen
Member Representative
Joanna has dedicated her career to supporting people through some of life’s most significant experiences, with more than 20 years of experience as a social worker in the health sector. As the SESLHD Grief and Bereavement Coordinator and a lecturer at the University of Wollongong, she is passionate about building strong community connections, fostering wellbeing and supporting lifelong learning.
As a Board member, Joanna’s portfolio focuses on Leisure & Lifestyle. She works closely with Leisure & Lifestyle Manager David Hurley to support programs that encourage social connection, personal growth and community participation. Joanna values creating opportunities that help people stay engaged, active and connected throughout all stages of life.
Casey Fox

Casey’s journey with SGSCC began as a student, where her passion for learning and professional growth led her to become a trainer and respected advocate for vocational education. With more than 20 years of leadership experience across Australia and New Zealand, she understands the value of practical skills, lifelong learning and creating pathways to employment.
As a Board member, Casey’s portfolio focuses on Vocational Education. She works closely with our Strategic Vocational Manager, Stephen Licciardello, supporting programs that equip learners with the knowledge, confidence and industry-relevant skills they need to succeed. Casey is passionate about ensuring education remains accessible, empowering and responsive to the needs of learners and industry.
Shanon Bates
Community Representative
Shanon is a passionate community advocate dedicated to creating opportunities for people to connect, contribute and thrive. Through his work across the community sector, he has championed initiatives that encourage inclusion, resilience and meaningful engagement, helping individuals and organisations build stronger and more connected communities.
As a Board member, Shanon’s portfolio focuses on Community Networks. He works closely with CEO Bernadette Mills to strengthen relationships across business, government and community sectors, supporting opportunities that expand SGSCC’s reach and impact.
